Talk to him, he will tell you to be free from selfishness. That means to get rid of all your weight (in inventory). So come back to him with 0 weight and he will teach you Ki Translation. Now go back to the first monk you meet in step 1.

Ki Translation & Ki Explosion Step 3

Stem x 20 Shoot x 3	Ki Explosion
Talk to him, he will tell you to go kill some Mandragoras. So just go and collect 20 stem and 3 shoots. Give him the items and talk to him once more. He will teach you the skill.
