I've been on RaiRO since it first really got started, and it's been though a lot of changes. Yes, sometimes the admins make a mistake in tweaking the server, but they've been good on admitting mistakes and fixing them post-haste.

Been with this server since the start, seen it at it's best, and at it's worst. Has good people on the server that will give you the shirt off their backs. However WoE's slowed down some due to lack of people. At the moment there's only 5 WoE-effective guilds, but with some new people, more will spring up.

A server that's been around for a rather long time. Population is fairly friendly for the most part, with some rough ones but that is true for any game population. Fun events that can be done both via GM and player as well.
